The government is inviting consultants to develop a master plan for Rasmale’, a new urban centre being constructed on reclaimed land near the capital, which officials describe as the country’s largest housing project.
According to the Ministry of Finance and Planning, the consultancy will be responsible for creating a plan that is economically feasible, environmentally sustainable and aligned with the Climate Risk Adaptive Planning Model, which is a framework designed to address long-term climate risks.
Rasmale’ is being developed on 1.009 hectares of reclaimed land in the Fushidhiggaru lagoon. The project is a cornerstone of the government's strategy to address the nation's severe housing shortage. With reclamation work having commenced on 18 December 2023.
The new city has been designated an “Eco City”, with the ambition of becoming the Indian Ocean’s first “Zero Carbon City”. The Planning Ministry highlighted that the development will incorporate environmentally friendly innovations and advanced technologies, emphasising that the master plan should provide a long-term framework capable of anticipating changing weather patterns and broader climate impacts.
Once complete, Rasmale is expected to offer 65,000 housing units. In the first phase, a contract for 15,000 units has already been awarded to a Chinese company, marking the project as the largest housing initiative in the country's history.
The ministry noted that the consultant selection will follow the Quality and Cost Based Selection method in accordance with Public Finance Regulations. Expressions of Interest are due by 14th October.
